Dr. Bakhshal Khan Lashari 


Dr Lashari has more than 34 years of working experience as an educationist and Principal Scientist in the field of water resources planning, designing and management both nationally and globally. In this role, he also worked to teach postgraduate and graduate levels of engineers at various institutes around the globe. His professional career has focused on promoting economic welfare through sustainable development and management of water resources for agriculture. During his professional career, he got an opportunity to teach and research on policy planning, system design and management, training and institutional capacity building at various prestigious institutes around the globe. Dr. Lashari has extensive work experience as an advisor and consultant with national and multinational companies/agencies on IWRM, Interdisciplinary water resources management, policies, gender education, social mobilization, rural sanitation, and community’s development. He has also led a comprehensive action research effort on institutional reforms and water management in Pakistan from 1995-2001 at International Water Management Institute (IWMI). He has conducted major research project in the field of natural resources management which have resulted in production of high quality scientific reports and research papers. He has also evaluated several community projects on education, small entrepreneur interventions, adoption of low cost interventions for energy saving and research projects related to environment and irrigation management. Dr Lashari has been an advisor to many NGOs in strategic thinking, planning and implementation process of natural resources (land and water) management. Dr. Lashari has an excellent working experience with rural communities, educational institutions, Non government organizations (NGO), and government institutions such as Agriculture University Tandojam, Quest, Nawabshah, Sindh Irrigation and Drainage Authority, Irrigation and Power Department, Agriculture department, WAPDA, farmer communities, and rural village organizations. Dr Lashari has worked as consultant and specialist with International organizations like NUFFICNetherlands, USAID, CIDA, World Bank, FAO, ADB, IWMI, Oxfam Novaib Netherland, Oxfam Great Britain, and national organizations such as Government of Sindh, Government of Pakistan and several National/local NGOs. He has been engaged in collaboration activities with international and national institutions and organizations such as Colorado State University Fortcollins USA; Charles Sturt University, New South Wales Wagga Wagga, Australia; Sydney University of Technology Australia; University of South Australia, Adelaide; UNESCO-IHE Delft; SaciWATERs- Cap-Net; Action Aid Pakistan; WWF Pakistan; Lead Pakistan and many local institutions. Dr Lashari has strong analytical skill, presentation skills, excellent oral and written demonstrating ability, building and maintaining networks with individuals and organizations and communities in the country and globe. He has been awarded the most prestigious educational awards i.e., Endeavour Award for post doc by Australian Government in 2008, Fulbright award for post doc by USA in 2004-05, best university teachers award 2002 by government of Pakistan and the best job performance award 1999 by International Water Management Institute Pakistan. He has written more than 85 research scientifi cpapers and reports published in refereed journals, international/national conferences. He has also supervised more than 35 master’s students and 2 Ph.D scholars to complete masters and PhD degrees. Dr Lashari has ability to work in environment of multidiscipline, multicultural and multi-sector societies within country and globe. In recent years, he has been frequent traveling to Saudi Arabia, Turkey, Egypt, the Netherlands, Australia, USA, China, Switzerland, France, UK, India, Nepal, Bangladesh, Malaysia and other countries. Dr Lashari has provided training to number of community people in rural areas, agency staff, farmer communities, rural activists including male and females, faculty members, engineers, workers and policy makers on various aspects of rural livelihoods, disaster management, irrigated agriculture, policy planning, project management, land management and education.
